Default What am I doing wrong testing TPS

So my installed TPS is getting 4.7 8ish on the orange wire. Green is grounded and then the black is .4 and when I am WOT it goes to .2.

New cheap one does same exact thing. Did i buy a dud or is something I'm doing not right? Key on engine off btw.

a few more details..

is the tps plugged in to the circuit, are you measuring VoltsDC or ...??

I usually Ohm it out, fresh from the box. and you should see the resistance go up and down, quite a bit, I don't recall the range.

4.7/8 is good that is the TPS reference voltage.

Once installed and it seems to not be working, in circuit, - back probe using VoltsDC and you should see from just over a volt, to almost 5volts, as you move the plate or press the gas pedal, IIRC

Yes I have it plugged it to the truck. I am manually turning it because I have yet to install. I am on DC. Meter works as it reads 12v at battery and the 5ish on the orange. I also can ground by one meter lead on positive battery and other lead on green wire and I read 12v.

And again.. a 2nd tps replaced today. Still same results- two different multimeters

One wire is a straight ground. Then a power supply wire, then an after resistor return to the computer. Computer returns signal to ground and measures the voltage to tell what the throttle position is.
Your ground and supply voltage is good.
Voltage out is a problem. You want to see .9 at closed throttle with a steady increase up to 5.0 (or whatever the input voltage is) at WOT.
It's basically just a resistor, it gets 5 volts in and cuts it down to .9 and then has less and less resistance as it turns; kinda like the resistor coil on your headlight switch that dims the lights.
Your reading on the output wire don't jive with anything that should be happening. Red lead to the wire, black to ground ?
Other than an issue with how you're testing, it can be a problem with the wires or the computer itself.
