The spout should be on the drivers side between the relay box and the firewall. Just a little plug on a couple of wires. That should not be the problem. You have to unplug it to set your base timing with a timing light, then you plug it back in and the computer takes over.
Best to review the basics #1 cylinder is front, passenger side. Is the battery fully charged ? Are the terminals clean and tight ? Are the starter connections clean and tight ? Is the firing order correct ? Are all your connections (coil icm dist tps) properly plugged in ? Do you have power to the coil ?
I will mention that when I did my head gaskets (95 302) mine wouldn't start either. After checking everything and then some my last -ditch (old school) effort was to pull all the plugs, and then use the fender solenoid to crank it over (about 10 60 second bursts with a couple minutes of starter cooldown in between). And a fresh set of plugs.
Just something I remembered from back in the day. I don't know why it works but it worked. Maybe it won't work for you, but if all else fails, that's what I did - and it worked.

Yeah I installed all new plugs, wires, cap, and rotor today. Triple checked the timing locations. It's cranking good and will pause a split second like it's going to start then cranks.

Got enough fuel pressure ? Maybe try a shot of starting fluid like someone suggested. 3 second burst into the throttle body with the plates wide open, then start the truck.

The TPS will turn off the injectors if it's not right as well

so I went out and checked for spark and the coils definitely working good.. I can smell the fuel. Tried using starting fluid and that didn't help... How ever I did notice smoke coming out the pcv on the oil fill while turning the motor... Not sure why that would happen.

Blowby pressure building up in the crankcase most likely.
Don't know how long you've been trying to get it to fire, but that could be from lots of unburnt fuel washing down the cylinder walls, which maybe makes the rings not seal as well. Check the compression maybe and see if it seems real low. Could be why it won't fire.(maybe that's why the old school thing works. or maybe it just cleans out the old gas. or both.)
Probably want to change the oil if that's the case.

Yeah the oils getting changed regardless. I've been trying for the last 2days to get this thing the start. I try it 5x then wait a while. Half the time I'll prime the system then pull the pump relay..
