Horn 95f150

When horn relay is in my 95 f150 horn stay on and never turns off

You've got a faulty relay or switch. Try a different relay, it it still continues, you'll probably be needing a new switch.

The horn pads used to fail once in a while or a grounded-out wire in the column will do it
The horn relay is in the under-hood fuse relay panel, between the fuel pump relay and the trailer tow relay

Just had this issue with our soon to be sold ‘04 Heritage.

You can massage the airbag away from the horn contacts to keep some space between them. That should keep the horn at bay.
