96 f150 4.9l replace both fuel pumpS now they not pumping they run but no fuel Please help

What do you mean by "no fuel"? Is there no pressure at the fuel rail?

That’s correct no fuel pressure at the rail now it just spins over will not start not even if I spay gas in the Throttlebody

Do your fuel pumps run constantly or quit about a second after you turn the key on?
