Fuel delivery nightmare. Please help!
I bought my 1995 F150 Sr. year of high school. 5 speed manual 4.9L. I joined the army and this truck went everywhere I went. Of course not combat or deployments. I drove all the EU when I was stationed in Germany. The reason I am you all this is because I want to keep her going another 30 years. I am going to write below a list of everything I have done so far after as I was drive it was as if some pulled the power to the fuel pump and she rolled to a stop. She was towed home. Thus far;
1. Drained the rear tank and dropped it replaced the fuel pump. (I know I should have not done that first)
2. I was getting no pump movement so I jumped the top pin brown and white pin of the fuel tank selector switch straight to the battery. both pumps ran
3. replaced the fuel filter
4. replaced the fuel pressure regulator
5. checked the inertia switched- not tripped. however no power at the green w/yellow stripe wire.(which I should have done first)
6. fuse box engine compartment ECM relay
a. #30 12.34 v
b. #87 once key turned on 12.22 v is this drop in voltage a lot?
c. I did this thinking I needed to make sure power was being supplied to the fuel pump relay After the test I replaced the relay with a new one.
7. Fuel Pump relay
a. #30 12.30 v this would fluctuate from time to time
b. #87 nothing. I checked ground 1st reading 0.67 2nd 2.63 this was ohming it out
8. so I went looking for all the grounds I could find
9. I said lets look at ECM I pulled it and low and behold two black marks surrounding the two resisters
Now here are my is this my faulty ground? if I get a new ECM will it burn out? is there something I am missing? Any help or insight would be nothing short of awesome.

Post pictures of your capacitors.
Those capacitors are related to fuel pump relay function.

The main ground from your battery to your starter mounting bolt and frame, is worth investigating. It can corrode internally and it's connections need to be clean and tight. Other ground points that come to mind are the ones at the passenger's side fender near the battery, the driver's side upper radiator support near the windshield washer bottle, the one near the driver's side hood hinge, and the one behind the driver's side kick panel near the emergency brake pedal.
Those capacitors are related to fuel pump relay function.

This looks beyond repair. I'd say buy a new ECM and meantime, clean your grounds, although grounds aren't necessarily the cause of the circuit board failure. They just fail.
When you're shopping for an ECM, read all the reviews. They're all rebuilt, so I've read where people paid good money, and got someone else's problems.
Thank you for that. I bought a rebuilt ECM from a big box retailer. It's plug and play. they say it's all tested and ready to go. Get it for a decent price. Only thing is won't be here till Tuesday. So I will let everyone know what happen.
I have installed the new ECM today (it got after the sun went down) was very excited all the way up to turning the key. I am still not getting any power to fuel pump.Any thoughts anyone has would be greatly appreciated and executed first thing in the morning. thank you to all

I've seen threads go on for weeks, and it turned out to be the main ground wire, from the battery negative terminal, to the starter mounting bolt and frame.
It's also possible you have a blown fuse or fusible link.

Once you're confident your grounds are good, electrical troubleshooting at the ECM and fuel pump relays starts at post 34 at that thread
