Default Emissions monitors reset every time truck turned off

After fighting with my truck for about 4 months now, i can pass O2S, Catalyst, and HTR monitors. EGR still wont but ill fix that later. For now i just need to pass inspection so i can be legal again. When I turn the truck off and back on, all my monitors are reset and in an unready state. Complete drive cycle, check monitors, all pass except EGR. Turn off and back on, all 4 not ready again. All fuses are good. No CEL or stored codes. Please dear god someone tell me how to fix this?

1996 F-150 XLT, 5.8 EFI, Automatic, 4X4 Off-Road package, Extended cab.

The only thing I can think of is there is a broken capacitor in the PCM?

That's normal.

The monitors CAN'T be ready when the engine is off; nor can they be ready the instant the key is turned to RUN, or even after a minute of runtime. It takes several minutes of varied driving (a drive cycle) for them all to become fully-operational - on your truck AND on brand new vehicles.

But it doesn't really matter. When you go to any required emissions test, you're NOT SUPPOSED TO turn the engine off. Most inspection stations have signs telling you the engine MUST have run for at least 30 minutes before it can be tested. If the person testing yours tells you to turn it off BEFORE reading codes or sniffing the exhaust, ask to see the published instructions he's following. You can probably research them ahead of time on the inspection station's website.

Thank you, it seems though that I can never get my p1000 code to go away, I guess I will have to do more testing to see what I can do to get it to clear. I can drive for an hour, complete a drive cycle, and then run a KOER test and code p1000 still comes up. Sigh. Maybe i just dont know what the hell I'm doing.

Did you read that caption? A "drive cycle" doesn't just mean driving for a while & letting it cool off. It's a very-specific set of operations. On a VERY-long drive, it's likely that you'd get it done; but not in an hour unless you learn the steps & intentionally do them.

Then you're not doing it, or you wouldn't still get P1000.
