Default Windshield

So I have a 1990 f150 that has a ~10 inch crack around the bottom corner of the windshield. It's long enough that I failed state inspection because of it. The mechanic who did the inspection said that I am better off just running antique plates on it so I just wont have to worry about getting it inspected. He told me that on these trucks, when the windshield is removed, it will be very likely that the frame it sits in will be rusted out.
I looked around at what i could see from the exterior and i don't see any rust around it, but of course I cant see what's underneath. I live in VA, so as long as a truck gets washed once in a blue moon, rust really isn't an issue, but this truck originally came from PA, it has some rust on the rear wheel wells. (although it isn't all the way through) The frame does have a good bit of surface rust, and it is a bit flaky near the rear end, and the radiator core support was rusted out so we replaced that about a year ago. That seems to be the extent of the rust on that truck.
So basically, what I am asking is, has anybody ever actually had issues with rust in the windshield frame? And are there any good ways to check? I know that nobody can ever really tell without seeing it, but I'm just looking for some input from you guys.

You can get a windshield replaced for $250 or less. Why are we discussing this?

If he has seen a bunch in your area, then he would know better than we. But I've never seen one rusted badly enough to need repair. Maybe a dab of seam sealer or Bondo... Always a good coat of primer/sealer after removing ALL the old w/s adhesive.

Since your truck's w/s is already a fail, you're not really losing anything by pulling it out. Just be prepared to clean up the broken glass, and to drive to get the new w/s without a w/s protecting your face at speed.
