Hi I am going to be replacing my exhaust hanger due to rust but I wanted to clean up the cross member that the hanger bolts to . Can someone recommend a paint that would protect the metal from rust but is ok with the heat that will be coming off the muffler.

I used POR 15 on my truck frame and cross members six years ago.
It's still holding up fine.
The spec sheet says it's good up to 450⁰ F.
The farther away you get from the engine, the less heat there should be, coming off your exhaust.
I followed the directions exactly and degreased and metal etched before two coats of paint. I didn't top coat mine, so it's not glossy any more, but it's holding up.
