Default Paint removal

is there an easy way to remove these paint splatters from my truck?

On the paint, I would think that you could scrape it off with a finger nail or a razor blade, then polish over it for the last part.

The splatter on the bumper is easy. Take that plastic off, bedline the plastic, and put it back on. BOOM! No splatter and it's going to look better than stock

Scraper or a good cleaning product, like goof-off or goo gone

I've tried to scrape it off with my fingernail, it wouldn't come off. I haven't tried a razor blade, to worried it will scratch to much.
Theres some all over this truck. I was thinking about getting a buffer and some cutting compound, but some of these spots are kinda thick. I figured that would scratch in deeper.
I've never used goof-off or oops. I'll check some out see if it will do what Im wanting.
