Question Wont shift !!!

I have a 1996 F150 with a 4.9 L engine in it it has the E4od transmission the problem I am having is the transmission only shifts with the overdrive light flashing and it seems like there it’s delayed shifting first gear 25 mile an hour second gear 45 mile an hour overdrive 60 miles an hour I have replace the transmission with a brand new transmission it does the same thing I thought it was the transmission Speed sensor I replaced it on top of the rear axle same problem I am asking for any help with this it’s getting very expensive and by the way it’s a 2 Wheel Dr. and like I said everything is brand new transmission talk converter speed sensor computer everything is brand new please help.By the way will not shift without the overdrive light flashing on the gear stick

Your '96 should be OBD-II, a universal standard as compared to the relatively proprietary OBD-I - suggest to get the codes pulled, many auto parts stores used to do this as a free service, hoping they still do - been a while since I've needed this service, since I bought my own reader.

See if the computer has flagged anything to guide you - the flashing O/D light is a sure sign it doesn't like something, before dumping any more time or money into it.

Have you read the owner's manual to see what that means? Have you followed the maintenance schedule?

If "everything" was brand new, it would be a 2021 F150. If it's a '96, then almost NOTHING is "brand new".
