1993 Flareside Mark3, 5.0 , AOD

Just bought this and it idles rough, feels restricted/power loss when driving, and runs rich (can see it and smell it in the exhaust)

First thing I thought I would do is the jumper wire method and pull the computer codes off of it with the check engine light..
go through the process and the truck will not flash the check engine light. The CEL just stays constant. No flashing. This is for both the KOEO, and for the continuous running codes. The CEL constant on. Anyone run into this?

Tried it all again per the procedure in my Chilton manual. Nothing, constant light. Even tried it with the volt.meter and test light ways

I noticed even without doing a test, when you turn the key on the check engine light stays on constant. It doesn't fade off after a few seconds. It only goes off after starting the engine
