Default Starting issue

I have an odd problem, my '96 has an issue with starting the engine when it is on the rear fuel tank. It sometimes helps if I turn the key on for a second or two before cranking, and runs fine on the rear if I switch from the front while driving. No issues with the front tank.
4.9 engine, 5 speed.
Thanks

I agree, sounds like there maybe a week pump there if not in the least a pressure building issue. Any leaks?
