Default Shifting problem

So I have a 94 F150 XLT and I have a shifting problem. It's a E4OD and it doesn't shift right. It will shift fine from 1st to 2nd, but from 2nd to 3rd, and 3rd to 4th it won't shift till about 2500 or 3000 RPM. And for it to, I have to let off the gas and sometimes it'll shift hard doing that. I've been told it could be the modulator valve but idk. HELP!!

E4OD doesn't have a modulator valve. It's fully electronic.
Do you have a check engine light showing ? Read the codes anyway.
Sometimes a faulty TPS can make those E4OD's shift funny (among other things).
