On an OBD-1, can the ECM be throwing codes even if the CEL is not on?

So I pulled some codes today and I got 33,34 and 46. I believe 33 and 34 are related to EGR not working but not sure what 46 is. Any help?

I'd replace all the vacuum lines before I started throwing parts at it - at least 50% of the time codes having to do with the EGR and air system are the result of cracked/bad vacuum lines.
