Yes, you should be pulling the codes first. All those new parts are great if they're quality parts, but if you're replacing them to try to fix a problem you're trying to shoot at a target with a blindfold on.
And if you didn't set the voltage at closed throttle when installing your tps then it could be telling the computer you have your foot on the gas.
As far as the ECT, it's a reasonably cheap part for what it does.

Check to make sure your throttle cable is attached correctly and not binding. Have you cleaned your throttle body ?

UPDATE:

I went ahead and replaced the ECT sensor as well as the PCV valve. The old PCV was definitely not working like a check-valve as it should so that helped with vacuum and it seems to run better but the high idle issue is still there.

How do I go about setting the voltage on the TPS sensor? Can I still use the one in there or should I replace that.

I'll pull the codes tomorrow morning. Just KOEO or do I need to do the KOER as well?

Codes Pulled:

21 engine coolant temperature (ECT) out of self-test range
23 throttle positioner sensor out of self-test range
24 air charge temperature (ACT) sensor out of self-test range

I just changed the ECT sensor and replaced the stock air box/filter/tubing. I need to run it and maybe reset the codes and see what still sticks.

EDIT 1: Warmed up the truck and got what looks like a bunch of 11s or maybe 111s... the timing between the single blinks was weird.
