Default AOD help

Hello,
1988 F150 2 wheek drive. I purchased a remanufactured trans from
JEGS rated at 450 hp. More than i need now, but may down the road later. TCI converter 1800-2000 stall (lockup to match the trans). Here is the problem. truck has first and reverse and that's it. All factory ford linkage including TV. Per the ford procedure the TV pressure reads less than 5psi at idle and is set with the .275 spacer at about 35-36 psi. If i drive the truck it makes no attempt to change into second with light throttle or full throttle. If i back off quickly under heavy throttle it acts like it has shifted, but when i go back to the throttle its like its in neutral for about two seconds and then its back in first.

Its hard to watch but the TV pressure seems like its continues to rise above 35 psi even under light throttle. So at this point after reading most of the aod posts on here and other sites i am at a loss. TV problem, governor, 1-2 valve? On a side not this is the second transmission from them. The first one had the front pump loose and bolt broken off in the bellhousing so my confidence in the quality is not the highest.

Oh....stock pan, 12 qts of dexron/mercon 3.
