Got any pictures?
Where did the bolt break? Close to the threaded boss, or did the head break off?
Without seeing it, I would recommend using a sawzall to cut the bolt, then have someone who can weld, weld a nut on what's left of the bolt, and back it out.
Just curious, did you break it with an impact or a ratchet? It took me two hours of rocking mine back and forth, with a 1/2" drive ratchet, to finally break it free.
An impact wouldn't fit in the space, and probably saved me from breaking the bolt.

I used a 24in ratchet with a piece of pipe slid over the end. Its broken somewhere inside the alt. tube. It appears that the whole mount must be removed and then I can do something to get it apart. There is no room for a sawzall.

Having to use a pipe on a 24 inch ratchet trying to remove that bolt almost always results in a broken bolt. I wouldn't have done it. Instead I would have tried some PB Blaster and let it work for a while.A steel bolt threaded into aluminum will fuse over time. You will have to remove the entire bracket and either drill out the bolt. You can either tap new threads stepping up one bolt size or back up the new bolt with a nut on the other end if it's possible. Last resort, replace the entire bracket from a bone yard.

I used blaster but it didn't help. The biggest problem was the bolt kept stretching and I thought it was coming loose and just dragging inside of the tube.
