Default 4X4

Hello, I have a 1991 f150 with the 5.8 motor. Ever since I got it I can't seem to get it to go into 4x4 low. (It has the manual 4x4 shifter on the floor) it will pull back into 4high and 4high works but I can't get it past that. Can't even get the 4x4 shifter in to neutral. What are some things that can cause this or ways I can fix it. Because I live in northern Michigan and with winter coming up I really want to have 4low incase I get in a sticky situation in the snow. Oh and yes I know that the truck has to be in neutral to shift into neutral and 4low on the 4x4 shifter. Thanks in advance for any and all help!!!

try it on a slight incline, the last 1356 I had thats how I had to get it to engage, just let it roll sightly while you pull it to engage.

The shifter doesn't say push down. But I have a friend that has a 97 that you have to push down it get into 4low so I have tried both pushing down and just pulling back but neither of them work to get it into 4low.

Tried it on an incline. Still won't go past 4 high.
