Problem solved. Fuel filter.

I hope you kept the originals, since there's apparently nothing wrong with them. Never change a part unless it's due on the maintenance schedule, or it fails a published test.

What is the fuel pressure; both when it WILL start, and when it WON'T?

Have you ever run any fuel injector cleaner in either tank? I prefer Berryman's B-12 pour-in, available at most parts stores & WalMart.
