Default 351 Cleveland flywheel in my 400 starter engage

Do they make a special starter for 400 using a 351c flywheel?

Generally the flywheel or flex plate matches the transmission. The starter would then match the flywheel which is based on the transmission. And the separator plate is what determines the starter position. The starter bendix gear will be determined by the tooth count on the flywheel.
