Default Trailer Brake Controller

What type of trailer brake controller is used on a 2013 F150? proportional or time-delayed

proportional, like the Tekonsha P2 or P3, the most popular aftermarket BC on the market.

If it's proportional, how can I measure the proportional current without the trailer connected. It seems that braking effect is no different between min/max on the controller so I don't know if it's the trailer or the truck!!
I think that the connection needs to think that a trailer is connected? How do I do that?

You can't. Yes, you need to connect a trailer.

For the Ford OEM integrated trailer brake controller (ITBC) to work, the trailer must be plugged into the 7-pin connector at the bumper.

The trailer has to be connected (and selected as the active trailer). You cannot adjust the ITBC without a trailer connected and plugged in.

Aftermarket TBCs are not integrated with the F-150 braking system, so they can be adjusted without a trailer tied on.

On a 13 you can adjust the gain without a trailer connected, but it obviously won't be delivering any current without a load connected. Typical brake magnets pull about 3 amps each at 12v. A little less @14 / running.

Default Same issue

I am having the exact same issue with my 19. I even through a P2 controller in it until the dealership could look at it. They looked at it today with my trailer attached and said nothing is wrong working as designed. Gain is set to 10 and you can barely feel the trailer brakes on an empty (3600lb) tandem 5200# axle trailer. With the P2 you can lock up the brakes set on 5. They are brand new brakes on the trailer.

Have you set the low-medium-high setting?
