I suggest white; the black will retain more heat in the spare tire. I have the hard-shell spare tire cover now, but used to have the white elastic vinyl one. The rubber from the tire eventually discolors the cover. To prevent that put aluminum foil between the spare tire and the cover.

That reminds me that I saw what must have been mine fly off on a late-fall trip as it was gone. My tire guy told me to rotate out the spare so I don't worry too much about environmental damage. Only problem I've ever had was related to suspect stems.
