That's been true since at least the '99 model year. My '99.5 F-250 came with the "trailer towing package", but a fuse and relay were in the glovebox instead of being installed. And same thing for my 2012 F-150 with the regular trailer towing pkg that was standard with Lariat trim.

The fuse boxes layouts are in the Owner's Guide. One fuse box under the dash and another one (or two, depending on options) under the hood. If you don't have one, you can download it free from MyFord.com, or you can order the booklet for a few bucks.
