The goal after the spring bars are tightened is halfway between H1 and H2.

So in a nutshell, measure the distance from a point on the front wheel well to the ground, without a trailer and with the trailer with the spring bars tightened. The distance should be the same or very close to the same.
I read it the same way you did. I am now halfway between H1 and H2. Hence my comment about reducing the front axle load when hitched. When the front fender is higher hitched than it is unhitched you have reduced the front axle weight. That part is intuitive to me (and matches what I recorded at the scales). The part that is counterintuitive to me is that Ford (and GM instructions for 2016) recommend the same exact procedure. It would seem that the TV manufacturer would want the unhitched weight on the front axle, plus a little more perhaps. I'm going to follow the Ford recommendation. The Blue Ox instructions aren't very specific so I'll stick with Ford's - at least for now. Thanks!
