My similar trailer became a super smooth tow after I did these three things:

1) Radial trailer tires load range D 15"
2) balanced the trailer tires
3) Mounted big steel tool/jobsite box up front on trailer, which put my tongue weight to 15%+ ...... thats on the highside for bumper tow.

Ok so this is weird. I had it loaded kinda ****ty today so it was farther back on the trailer, and had very little tongue weight, less of a vibration. Wtf.

So sounds like maybe a pinion angle issue. Time to start checking angles.
