I'm no welding professional, but the load on the safety chain bracket is going to be mostly vertical. I think the only reason they weld to near the bottom of the bracket is so there isn't good leverage to start a crack in the weld line while stopping. Each loop is probably capable of supporting 12,000lb+ on it's own.
