Default Auxiliary Power to 7 pin not hot

The TT battery charge wire at my 7 pin is not hot. The fuse (#30, 25A) is good, the truck recognizes that a trailer is attached. is there an inline fuse somewhere or a relay that needs to be installed? Since the 2019 Lariat has the OEM tow package I would expect it to be ready to tow. What am I missing? thanks all

have you jumped though the following hoops to make sure it's powered? <yes I'm serious>

Trailer connected, brake pedal pushed, leave the truck running, leave the FOB in the truck, completely shut all your doors. Should work now.
