Nothing law binding here.
Sot this is true, but there is a bigger picture with even more truth out there. It's a recommendation by an independent body of experts, which established experiments by which they make data-driven recommendations. To me, that commands a substantial amount of respect. There probably is no law which literally enforces SAE J2807, but there are interpretive laws against "unsafe" driving and SAE J2807 is a put forward as a strong position of what is generally safe.

There is no "probably" about it.

J2807 isnt going to come up on a criminal infraction and in civil courts not likely.

I say not likely cause in civil court you can say whatever you want to push your case.

Criminal court: State vs Party
Civil court: Party vs Party

Towing capacities are recommended numbers and hold no real value what so ever.

I wouldnt hesitate to tow 7,600 lbs with a F150 2.7 Screw 53B so long as the brake controller was installed and the trucks payload wasnt overloaded.

I tow a 2600 Grand Design Rv with my 2.7 Eco FX4 Screw Cab. (2019) No issues towing 6800 lbs loaded. All within specs. You don’t need a T-800 Kenworth to Tow within your limits safely.

OMG, according the weight police on the RV forums, you’re going to grind your truck into the dirt and endanger the county towing 6800# with a small engine 1/2 ton pickup! Without the towest Maximus package. In the words of Greta Thunberg, “How dare you!”.
