There is also no bed liner behind the brackets, just painted aluminum.
From what I've read, alot of the cleats(hooks)are too thick. Mine definately are.
The solution is to cut, file, or grind a small and even about off the back of each cleat.
Or, return/exchange at the dealer.
I've yet to do either.

I did a thing...
Purchased the Bilstein 5100's a while back and finally got some time to get them installed. I went 2.1 up front, but thinking I should have gone 1.75 as it looks a bit too baja truck nose high. Im going to give it about a month before to see how it settles before I replace the factory rear block with something taller.
I still dig it because the truck drives amazing now. it is firm, controlled and no more brake dive! Bilsteins (even the lower model) should be installed stock from the factory IMHO.
Additionallly, I had 275/65 20 BFG T KO2'S installed. I am ok with the look but ordered some Bora 1.5 spacers to kick the wheels out to the edge of the fenders. Truck looks a bit skinny now

My '19 Lariat has the factory Ford spray in bed liner...and the box link cleats do Not fit either.
