you should use plasti dip. it turns out matte black and might look cool on your fender flares. ive actually started to paint my whole truck with plasti dip and you dont need to do any prep work except for cleaning the truck really well! ill post some pictures of my truck so far. but i wont be able to finish painting it until it stops raining and i have time off work this weekend.
and sorry for the crappy cell phone picture, when im completely done ill borrow my friends camera and get some high quality photographs

i have no idea how long plast dip lasts, but if you put on 4 coats like im doing its pretty durable and its already been through the rain and its held up great so far! i just painted the roof today but it started to rain once again so i will see how it turned out tomorrow morning. and if you get any chips in your plasti dip or scratches you can just paint over it and when you add another coat it will start to go away
and you dont need to do any prep work for the plasti dip, just clean the surface. for me, i have found that spraying a light coat on first helps the next layer stick better and look better. its just better to do more lighter coats than a heavy coat that could potentially run
