Default 2012 Ecoboost Turbo Sputter

Ok, so hear me out.
This isn't a condensation problem, and I just had the spark plugs and timing chain TSB completed a few weeks ago. My local dealer is not an option to go to as they have a really bad reputation that I have personally experienced.
On to the issue.
While accelerating my truck will hesitate through 2500-4000 rpms. I have a boost gauge installed and when I watch it, it will build to ~17-18PSI and then stay there and flutter. Once it stops fluttering the truck will drive normal. I just towed a Sea-doo roughly 2000kms and noticed while going up slight hills when the truck accelerates it did the same thing. Once I put a bit more foot into the skinny pedal it kicked up a gear and stopped fluttering...
Would anyone know what the issue might be?
I find it hard to believe it's sparkplugs and I've had the condensation shudder and it's definitely not that.

Remove the SCT tune and see if it does it in the stock setup.

Sorry, I forgot to mention. I removed the tune and it still occurs. I might try to do a throttle reset and disconnect the battery and see what happens.

I bet electronic throttle body is failing... or failing fuel pump control module.
