Mine has the plate holder.

It's just plastic and snaps on over the two vertical bars in the opening in the center of the bumper.

My 2017 has one. It just snaps onto the 2 vertical bars in the front. I removed mine to see if there was any other options for mounting it, and then snapped it back on.

All 2015+ have the plate in the same spot, eco or none.

Ypu could screw it inbut the holder is pretty cheap. I would suggest talking to the dealer, I can't imagine they meantl to sell you a truck that isn't road worthy.

Not all states require front plate (WV and NC for instance). When I bought my last new car the dealer forgot to give me the front plate bracket, had to go back and get it.

The front plate holder is definitely cheap and cheesy looking. It only uses the top two plate mounting holes, with little retainer tabs to hold the bottom. Plus the skinny edging and the exposed edges of the plate look like crap. I cut the bottom tabs off flush with the edging and drilled two holes for screwing down the bottom of the plate. With careful alignment, you can mount a standard plate frame on top and have a much better looking front end. I still don't like the idea that someone can just walk up and unclip the whole thing and walk away with it....
