Default hanging part?

i was looking over the truck today to try and find the rattling/clanking noise ive been hearing and came across this. what is it and where is it supposed to be ?? it has 2 hoses coming out of the radiator and loops back around through this "filter" back to the bottom of the engine.

not sure but by the look of the lines it might be something for the A/C. by the look of it does it look like it has been hanging like that for a long time? like do the hoses have that natural "shape" to them or does it look like it should be further down or up in the engine compartment?

also, if you look at the 4th picture, directly above bracket that the "filter" appears to be attached to is a bolt. could that be where it is supposed to be mounted? Because in picture two, it looks like the hole might be lopsided like it wore through on the bracket. could just put a washer on it and bolt it back up if that is the case.
