Default Drop math

I may be wrong but would not a 3" drop shackle in rear of leaf spring only make the axel rise 1 1/2" with out doing anything to front of spring eye.

i believe you're right, or pretty close assuming the rear end is in the exact center of the springs.

I don't know for certain, but I believe they half it already, so when they advertise a 3" drop, you should get roughly a 3" drop. My suspicion would be that the mounting holes would measure (in this case) a 6" difference vs stock, so axle being halfway through would be half that, for a 3" drop, like what you're suspecting. It'd be pretty silly for them to market it as a 3" drop shackle if it only gave you 1 1/2"
