what should I do first to my truck?

Well some toppers look pretty good when they follow the contours. the gotts mod takes out the restrictive inlet between the filter and the fender and replaces it with a 3" diameter pipe helps it to breathe a bit easier. The problem with black on that color scheme is it doesnt usually match up very well but with your topper being blacked out it mite do just fine. Go take a look in the show off thread and favorite picture thread and get some ideas. Figure out if you want stance or something different.

Should be almost free
You can "crank" your T-bars for free to make the front level with the back for free (basically free lift) I am running 33's with a crank, ~35's are possible
Search on the forum how to do that.
Then look @ a 3" body lift, very inexpensive for these trucks.
$150 body lift and a crank/level and wheels and 35" tires and it will look like a whole new truck.

Well it will fit 16x10 with a -24mm offset w/t 305/70/r16 tires with minor trimming. I ran 35's for a while but having the 4.6 i wouldnt do that. Check this out. https://www.f150forum.com/f6/35s-tbars-cranked-197341/
Gears can really change that for the better though, and if you've got 2500 to spend in the future then I would budget some of that towards a gear change.

Wheels
SVT headlights
Muffler/tip
LED brake lights/third brake light
Grill
Those are some nice appearnace mods I plan on doing. The only things I've done so far are undercoating, GOTTS Mod, and bedlined my tail gate on the inside.

Resident light whore
I built my truck on a high school budget over 3 long years lol just remember small cheap mods, spacing out the big ones will eventually net you the whole package, so don't get discouraged if its slow going. It's worth it in the end.

I did mine recently. It really makes a noticeable difference in light output AND appearance.
There are a few options, many people like the black chrome ones:
There is harley davidson style or lightning style.
I purchased lightning headlamps and matching corners (be sure to spend the extra $20 and get the matching corners), and painted my grille black (was faded grey) around the same time:
