Turn Signal will not work

Default Turn Signal will not work

So my left rear turn signal will not work.. When I turn it on the front one flashes fast so I replaced the bulb yesterday and the bulb is working fine. The brake light works fine but the turn signal was not working as of today. So then i figured a fuse had blown so I looked in the owners guide and replaced fuse #13 which is the stomp lamp switch, turn/hazard flasher. After I replaced the fuse, its still not working.. Is this the right fuse or is it a high current fuse ( I think number 20 is the left turn lamp).. or could anything else be wrong?

Check for a bad ground

all the wiring is fine so now im really stumped on what it could be... anyone know if the fuse for the turn signal is a high current fuse?
