Default Transfer case shift relay module

I have a 97 F-150 with ESOF. Any and every time I turn on the key and/or start it, the transfer case shift relay module clicks 4 to 6 times. I’ve taken the dash apart and verified the clicks are definitely coming from the relay module. More often than not, the 4x4 will not engage when I need it. If I kill and restart the truck, it will usually work (engage). Sometimes it will take two or three tries. Once I get it to engage, it works fine in hi or lo. When I put it back in two-wheel drive, I can hear it disengage immediately but the 4x4 light stays on while the transfer case shift relay module goes through the same series of clicks it makes every time I turn on key and/or start it. After the clicks, the light goes out. Should I replace the module? Is there a way I can check it? I’ve also read it can be a problem with the connector. How do I check it? Any other advice is greatly appreciated.

The GEM controls the ESOF. You might want to check for wetness on the left side of the dash.
