Default Transfer case/ 4x4 issues

Anyone know how to shift the transfer case into 2h from here? I've been having 4x4 issues, so for now I want it to be in 2wd. The ESOF won't work for some reason and won't disengage. I'll have to check the actuator and vacuum lines after this.

Turn it to the right, (clockwise) as far as you can to 2H.

Thank you! And can I do it with a pair of vice grips?

Is there supposed to be resistance going from 4H to 2H?
