Tint is measured by how much light shines through it if that makes sense the lower the percentage the tint is the less light shines through....ex:5% is dark tint 35% more light shines through and it's not so dark....cops around here (Kansas) carry a meter that they hold up to the glass and it tells them how much light shines trough in a percentage they're actually pretty cool....As far as legal its different everywhere check with a local cop thats all I can say or google your cities sheriffs dep. only ppl around here that enforce it are highway patrolmen and they say take it off give you a court date and you show up with a pic of the car with no tint and they say goodbye.......hope that helps
