Default Threw a code

Hi everyone, I have a 1999 f-150 XLT with 350,009 miles. I started the truck up the other day and noticed the check engine light on. I take the truck to the nearest auto store to have them to check diagnostic code. The worker there tells me that he is unable to check code due no power at connector to power up his hand tool. I verified this by using my neighbour's tool. Question is what would cause this? At the time of posting this the light has gone off. I haven't tried to hook up to truck yet. Thanks for any suggestions.

Blown OBII fuse.. should be same as cig lighter..
