Default The thing behind the splash shield

I was working on my fenders this week end. Behind the splash shield there is a foam rubber seal thing that fills the gap between the fender and the inner steel. What is that thing called? I want to replace them. My service manual has no mention of them in the fender section. I looked at Tasca and didn't see it.

What is it called? Does anybody have a part number?

So they are discontinued. I think I can make a replacement out of foam rubber. Before I go to the trouble what is the purpose of the "thing"? Are they there to keep water / debris out of the area?
