Default Tailgate hinge

I am looking at purchasing a 2000 f150 7700 4x4 but am unsure at the moment as it needs ball joints and tie rods at the very least.

Along with that the tailgate hinge is rusted out( I live in the rust belt). It looks as if the hinge is able to be unbolted from the box and replaced. How hard is it to get the bolts holding the hinge out, do they generally come out? The other side hinge is doing alright.

I know this truck will need both a new hinge and tailgate to get it operational again.
