truck is stuck in 4low , electronic shift, tried neutral , rolling , all that ,checked fuse 17 under hood ,23 in the panel ,all good .
pulled the shift motor ,can shift the T/C into 2wd . truck still thinks its in 4low. the light on the control switch doesn't light up , pulled the switch apart ,cleaned the contacts, still thinks its in low

Seems to me a few guys here have had this problem, I remember a couple of them said it was something to do with the vacuum line.

Could be a bad disengage vacuum solenoid on the firewall just aft of the battery. They're notorious for failure. There are two (one turns on 4x4 one turns it off). With your 4x4 switch in 4x2 try temporarily swapping the lines and see if it drops out of 4x4. If it does then it is your solenoid.

Th circuit and contacts inside the shift motor is what tells the truck what position the transfer case is in for shift on fly models.

All the vac solenoids do is the front axle coupler.

Your shift motor could have failed in low, but i think theres a self test on startup and it would blink or something. When this goes bad it blinks or does nothing.
