strange transmission issue in overdrive
speradically my 99 f150 5.4 when at 45 MPH or up when in overdrive i will let off the gas and the truck will surge and start to slow down as if it drops a gear. the rpms do rise as well. if i smoothly get back on the gas it feels loose and kind of jumps back into overdrive. when this happens i will punch it so it drops a gear and then let off and then the issue stops for a while. my transmission fluid is clean and at the proper level. im quite confused at what's causing this.
We will not be able to diagnose it from here, there is no possible way if t is indeed a transmission issue. Honestly it sounds normal to me.
What do you want to do? You can drive it as it is until it maybe breaks or the O/D button starts flashing if something is wrong. You can bring it to a shop and have them try to diagnose it. Or you can jump to conclusions and replace the transmission if that's what you think it is.
I'm not trying to be blunt but without being able to drive it or see/feel what is happening your description isn't really enough to go on.
If you wanted to do something pro-active you could drop the pan and check for shavings/pieces, then replace the filter and fluid. The new fluid may help smooth things out if it is a trans issue. There will be shavings for sure but a few table spoons is nothing to be alarmed about.
You could also make sure everything else is up to snuff (regular maintenance items).

i just fixed a bunch of oil leaks. oil filter housing gasket. had to drop front differential so i changed the oil pan gasket since i had the diff out. piston and cylinders looked good just slight wear. i just purchased new wheels and tires and some.halo headlights. im now looking for some extra oomph but didn't know if anybody had experience with this issue. i understand you can't diagnose something when not being able to drive the vehicle and will take ur advice on dropping the transmission oil pan and doing a new filter and checking for debris in the fluid. thank you for your feedback. off topic but do you have any reccomendations on programmers to get a little more oomph out of the 5.4?
Sct or edge or super chips. In order from most expensive to least.
SCT is the only one you can pay and have custom tunes made for.
Edge has gauges, like the sct live wire.
Super chips has basically the same canned tunes as the rest but you can't leave it plugged in for gauges.

My truck had this symptom when moving from two feet above sea level to five thousand feet elevation. I ran a bottle of Chevron Techron concentrate in successive tanks and flashed the ecm per the following instructions.
1. With the vehicle at a complete stop, set the parking brake.
2. Put the gearshift in P (Park), turn off all accessories and start the engine.
3. Run the engine until it reaches normal operating temperature.
4. Allow the engine to idle for at least one minute.
5. Turn the A/C on and allow the engine to idle for at least one minute.
6. Release the parking brake. With your foot on the brake pedal and with the A/C on, put the vehicle in D (Drive) and allow the engine to idle for at least one minute.
7. Drive the vehicle to complete the relearning process.
• The vehicle may need to be driven 10 miles (16 km) or more to relearn the idle and fuel trim strategy along with the ethanol content for flexible fuel vehicles.
• If you do not allow the engine to relearn its idle trim, the idle quality of your vehicle may be adversely affected until the idle trim is eventually relearned.
It is a very good first step IMHO.

It's continually adjusting. Much easier than following instructions/procedure.
