Default strange electrical problem

ok,my 1999 f150 is doing some weird stuff...it has power windows that work when they want to.now let me explain, they work all the time but sometimes they will roll donw by themselves, and just the drivers side at that.the one touch relay under the dash clicks when this happens.now i can disco the switch and put a test light on the connector and the test light is off,the relay clicks light comes on....now i am not mashing any bottons or anything.i can plug the switch back in and wait ....when the relay clicks down goes the window.any ideas on what to heck is going on? i have replaced the relay and no good, also my power locks dont work they move alittle but not enough to lock.the horn will chrip thats it.please any info on what to do will be great.thank you very much.

The locks are probably a different issue, I know that its pretty common for the lock actuators to wear out and not work, I have one on my passenger side that doesn't want to work so I need to replace it.

As for the windows, it sounds like there might be a short somewhere, the relay should click as its getting power, so somewhere on the activation side there must be a short. You also said its the one-touch relay which narrows the wiring search down a little. It could just be a wire somewhere that the insulation has been rubbed of and now it is grounding out on something activating the window.

I'd check the wiring in the door, and where it flexes between the door and the truck.

While your checking wires look under the dash behind the fuse block for any signs of water getting in.
