Is there any mod I could do to my stock 2003 headlights? Besides smoking them out.

 

No other than replacing the bulb but that's not very much of a mod.

 

Clean them up and put new bulbs in them

 

You can replace them with clear Lightning/Harley style housings. You can upgrade the bulbs (but not PnP HID bulbs). You can also do a HID projector retrofit.
Do not tint your headlights. Never understood what makes someone want to decrease their ability to see just to look "cool".
