Default Same old pcv problem??

New to the group...have 99 f150 4.2 2wd...my engine has aluminum upper intake...215xxx miles....no power on highway hills....my fuel pressure test within the limits one psi over both running and ignition on...i recently replaced air filter fuel filter plugs wires pcv valve...truck has stainless headers no cats and just a thrush Super turbo muffler actually quiet till 3000 rpm....my biggest question is what is the part on back of upper intake that is leaking coolant and connected to p cv valve...heater???....and would that being bad cause the no power issue or does this truck really have less power than a go kart...only check codes are insufficient cat pressure bank 1 and 2
