Default Quick question about projetor head lights

I've searched but can't find an answer, i know most projector head lights have 2 seperate bulbs. What i want to know is when you have your high beams on do both lights light up or is one side lows and the other side highs?

If they're this style I'd stay away from them however the left (inside) is high beams the right (outside) is low beams

I could be wrong (it was raining when I was trying to check just now) but mine appear to light up both high and low beams when the high beams are on. I have the style of headlight pictured below.

Out of the box they do NOT light up both bulbs. It's easy to add a relay to make them both light up though. I noticed that without the relay, the high beams are actually less effective than the low beams. Plus, with the relay you can run your fog lightd with the high beams! (Probably not legal in most states )
