I have a 2003 f150 4.6. What's the best programmer for my truck that gets the best hp.

None.

These engines just don't have the tuneability of newer trucks.

Tuners can help with transmission shift points and firmness, and can allow to adjust tire size.
If you go with a 93 octane tune with a good trans program, it can add a little more pep, but again, nothing like the '04+ motors. Plus you have the 4.6, which responds even less to a tune.

Yep. I wanted a tuner only so I could get my speedo to be correct for my larger tires, but instead of a few hundred for a tuner, I've been contemplating spending $2300 on gears... for over a year now.

Front and rear, Ford gear for the rear, full rebuild kits, installed.
