Default OBD2/cigarette lighter problem!

I have a 2000 F150 4.6 and my truck is due for emissions in two weeks so I tried to return the tuner I have to stock (just in case) and I have no power to the OBD2. Of course I checked the fuse and it was blown. Tried putting a new one in and that one blew also. The new fuse popped pretty much instantly. Any ideas on what I can do to get this fixed so I can pass emissions??

Unplug the cigarette lighter and see if it still pops the fuse.

Easier said than done. I can reach it once I pulled the dash apart but I cant figure out how it unplugs.

I'll try that. Like I said I can't exactly see what I'm doing I'm just guessing. That and I don't exactly have the smallest arms lol

Well I was unable to disconnect it but I wiggled around some wires, put a fuse in and plugged in my tuner and it had power. Idk what happened but it works and that's all I care about lol

sounds like the cigarette lighter socket itself is going bad. I have seen them ground out..
